Magic empowers the target to act faster. The target gains the quickened condition and can use the extra action each round only for Strike and Stride actions.
Because the acceleration affects the target's personal timeline rather than real-space physics, the spell doesn't interfere with technological speed enhancements, but stacking multiple Haste effects on the same target risks temporal desynchronization and is actively discouraged by Guild protocols.
