The surviving colonies began to trade and aid each other, eventually aligning themselves with other powers in the sector. Yet, as some members seek to influence others, many fear that humanity will repeat the mistakes they made in their home sector.
Human Charter
Back in their home galaxy, Humans had almost totally consumed the natural resources of their homeworld and its colonies. The tension of resource shortages led to the escalation of conflict and the rise of corporations and angelic orders. Their population grew, and massive colonial carters were commissioned to disperse the teeming masses. As a failsafe to prevent the return of any colony, warp cascades were triggered, scattering the fleets among unfamiliar stars.

Civil War
Humanity arrived in Boer as a fleet of survivors who sought to escape an impending, devastating Civil War. This fleet brought together several diverse groups with the common goal of escaping the war.
Fledgling Worlds
The remaining refugee ships hurried to settle suitable worlds. Many of these colonies faced unexpected hardships, including discovering their world had already been claimed by one of the alien factions native to Boer. Those dedicated to ensuring the alliance's survival maintain a delicate balance between the numerous interest groups within it, but some fear that separatism or even a civil war may loom on the horizon.
Colonial charter-holders can mobilize colonial militias and conscript a defence force to protect member worlds. Many prefer to hire mercenary companies rather than deal with the massive disruption to their operations.
