Adapted from Abberton Ruffian NPC- Archives of Nethys
Early in the Extinction Curse adventure path, the players will likely encounter rowdy commoners who may try to shake them down. What you will find below is a conversion of these Ruffian NPCs to fit in a Starfinder 2e Stellar Marches Campaign.
Armada Ruffian Laborer -1
A Perpetual mass of spacecraft floats outside Foundry Station. These craft have become a zero-gravity shantytown named the Armada. While some piers have been kept clear due to their high docking fees, the general rule is that craft closer to the station have been there for a very long time, often considered permanent fixtures of this informally recognized section of Foundry Station.
While not technically under any permanent form of employment, the most common profession among the denizens of the armada is “porter,” freelancers who are paid to load and unload cargo. Often utilizing industrial machinery or light craft, this can be as simple as hand-carrying boxes to their designated places. The lowest paid laborers at Foundry station, these workers have formed a makeshift union based in the shanty flotilla. These laborers typically loiter near the outer reaches of the Armada to get hired by prospective clients. While they wait, they are known to gamble and carouse.

Adventure Hooks
The PCs could encounter a group of Armada Ruffians while exploring the Armada shantytown. The ruffians could demand that the PCs pay them a fee to pass through the Armada, or they could try to rob the PCs.
A merchant could hire the PCs to protect their cargo while it is loaded and unloaded by Armada Ruffians.
The Armada Ruffians' union could hire the PCs to investigate a corruption scandal within the union.
A rival faction could hire the PCs to infiltrate the Armada Ruffians and gather intelligence on their activities.
