Elmway is a district in the city of Arann. Most of Arann’s government buildings are located here, including the residence of the High Chancellor and the hall of the Grand Council.

Key Features:

Elmway is the home of several prominent schools and libraries, but none are so prestigious as the Spires of Knowledge, one of Memory's most well-known magical schools. Scholars and philosophers from all over the world often congregate in Elmway to teach, research, and debate any topic known to mortals on Memory.


Spires of Knowledge: rising from the academies of Arann’s Elmway Quarter, Arann's skyline is adorned with towering spires that house prestigious universities, libraries, and magical academies. The Spires of Knowledge serve as beacons of learning and research, attracting scholars, students, and magical practitioners from far and wide.

Inhabitants

Houses of Arann

More so than anywhere else on Memory, Arann plays home to every conceivable type of inhabitant. While primarily a human settlement, members of all races, religions and homelands can be seen in (and under) the streets of the City in the Center of the World. The specific demographics of each individual district vary greatly. Still, there are few (if any) peoples who are not represented somewhere within the city, even the mysterious Kalili of ancient Aber and travelers from other planes. Many of Arann's residents organize themselves into houses, similar to clans organized by national origin.

Government

The district council that administers this Quarter is known as the Wise Council.  The meeting hall of the Grand Council, along with the residence of the High Chancellor, is located here as well.

Military & law enforcement

Elmway’s Targe Battalion serves as the district watch. Each watch squad has a mage assigned to them given how common troublesome magic users can be in Elmway.  The Battalion also maintains a network of constructs throughout the district that are pressed into the service of the watch.

Troublesome visitors may find themselves restrained by the very walls of the district and drug before a magistrate. Sanctioned exiles are even met with solid walls where the path was once open.

Organization benefits are companions, equipment, and feats that become available by building your reputation in Elmway; Building your reputation with Elmway also accumulates reputation with Arann; for every 2 Favor you accumulate for Elmway grants, you 1 favor with Arann.

Enemies of the City

The Council will expend greater resources to go after enemies based on how much venom those adversaries have earned. Hated characters can expect up to Moderate encounters with Guard Patrols when they travel in town territory.  Hunted characters can expect up to Extreme encounters with Civic Patrols when they travel in the Council’s domains. The Free City will pursue Hunted foes across the Memory with up to Severe encounters with soldiers or bounty hunters.
